My hair is that way. The only way I can get curles (without perms), is to put it up in curlers or braid my hair. If you put it up in curlers, make sure to put mousse in first, then let the curlers dry fully (uncomfortable night's sleep).

have you ever tried Caruso rollers? they work great for light, pretty curls. the best thing is that it only takes a few minutes to curl in the morning, but if you don't comb your hair afterwards, the curls can last all day.

PERMS and yeah they are ok but you want to get a new one after like 4 months so....if you don;t want to pay for a perm every 4 months a perm isn't 4 u but if u can and would go for it!
